Update on the 2013 Data Collection Form

Entities that receive federal funds are subject to audit requirements in accordance with the Office of Management and Budget (OMB) Circular A-133, Audits of States, Local Governments, and Non-Profit Organizations.  Circular A-133 also requires that the auditee submit a data collection form through the Federal Audit Clearinghouse (FAC).  The data collection form states whether the audit was completed in accordance with Circular A-133 and provides information about the auditee, its federal programs, and the results of the audit.  The auditee is required to submit its filing the earlier of 30 days after the receipt of the auditor’s reports or 9 months after the end of the audit period, unless a longer period is agreed to in advance by the oversight agency for audit.  

Due to the recent United States federal government shutdown that occurred in October 2013, the FAC has been delayed in releasing the 2013 data collection form.  At this time, the 2013 Data Collection has not yet been approved.  As a result, the OMB has granted an extension until January 31, 2014 for auditees unable to meet the filing deadlines due to the delayed release. The extension is automatic, and there is no approval required. The extension applies only to single audits for the fiscal periods ending in 2013.

There are several expected changes coming to the 2013 data collection form and the manner in which the form is accessed and filed.  Federal awards that contain loan guarantee programs will now need to be identified as such within the form.  Additionally, more information regarding any findings will need to be communicated on the form.  The most significant change impacting access is that each auditor and auditee user will now be required to register individually for their own login information.  Previously, all users of the form would gain access using the same report identification number.  This login information will be needed to access, make changes and certify the 2013 data collection form.
