On November 16, House members unanimously approved H.R. 674, repealing the three percent withholding requirement for federal contractors. The legislation required an additional vote from the lower chamber after Senate approval on November 10, due to the addition of an amendment. Senate Majority Leader Harry Reid added the VOW to Hire Heroes Bill of 2011. This amendment provides tax credits for employers that hire military service veterans.
President Obama has been vocal about his support for this bill, so his signature should merely be a formality at this point.
